In April 2025, the Center for Cooperation in Cyberspace (CCC) travelled to Colombo to support Sri Lanka in strengthening its capacity to navigate the growing intersection between technology, international affairs and security.
Delivered through EU CyberNet, the programme brought together officials from across Sri Lanka’s public institutions, including the Presidential Secretariat, Ministry of Foreign Affairs, Foreign Employment and Tourism, Ministry of Defence, Ministry of Justice, Ministry of Science and Technology, Criminal Investigation Department, Sri Lanka CERT and the Information and Communication Technology Agency.
Over three days, Pedro Latoeiro, Co-Founder and Director of the CCC, explored with participants the geopolitics of cyberspace, cyber conflict and cyber diplomacy, while examining how governments can strengthen resilience and safeguard democratic institutions in an increasingly contested digital environment. Particular emphasis was placed on connecting diplomatic, security, legal and technical perspectives, recognising that effective cyber policy increasingly depends on dialogue across institutional boundaries.
