Between 4 and 6 February, the Center for Cooperation in Cyberspace (CCC) delivered a cyberdiplomacy programme in Panama City, supporting Panama’s efforts to foster an open, secure, stable and inclusive cyberspace, while advancing the protection of fundamental digital rights.
The programme brought together diplomats and practitioners to explore how digital technologies are reshaping international affairs -from peace and security to economic development and human rights- and to examine the tools available to states as they navigate an increasingly complex cyber environment.
Organised by the EU’s LAC4 and the Panamanian Ministry of Foreign Affairs for the country’s Diplomatic Academy, the programme combined expert-led discussions with interactive exercises designed to connect policy, diplomacy and operational realities.
Sessions addressed the evolving international cyber threat landscape, national cybersecurity governance, coordination between diplomatic and operational communities, and the application of international law, responsible state behaviour and confidence-building measures in cyberspace.
